Starting July 1, 2025, Ohio is rolling out new rules for non-U.S. citizens who need a driver’s license. If that’s you — or someone you know — here’s what’s changing and what you’ll need to do.

1. Limited-Term Licenses Only
Non-citizens will only be able to get what’s called a limited-term license. These expire on the same day as your immigration paperwork (visa, green card, EAD, etc.). They cannot be renewed in Ohio and they don’t transfer to other states.

2. Extra Driver Training Required
To get that license, you’ll now need more than just a written test and road test:

• 24 hours of classroom or online driver’s education
• 8 hours of behind-the-wheel training with a certified instructor
• 50 hours of supervised driving practice with a licensed adult (including 10 hours at night)

3. “Noncitizen” Label on the License
Every limited-term license or ID card will be clearly marked with the word “noncitizen.”

4. Some Exemptions
If you hold a valid license from certain countries — like Canada, Germany, Japan, South Korea, or a few others — you may be able to skip parts of the testing, but you’ll still need to show proof and sometimes an official translation.
